Issuance and Monitoring of Official Credentials for Ministerial Delegation of Authority

Policy Objective:

To define the process for the issuance and monitoring of official credentials as evidence of delegated responsibilities pursuant to the Civil Aviation Ministerial Delegation of Authority (DoA).

Background:

The Delegation of Authority (DoA) is a document that provides evidence of the powers, duties and functions to be exercised by persons employed in the positions set out in the Schedules:

The DoA document was amended on June 4, 2000, and associated with this document is an official credentials identification card issued to appropriate employees as evidence of their delegation.

The exercise of the powers, duties and functions may be limited by superiors in respect of subordinates who lack knowledge, experience or training needed to fully exercise the delegated authority assigned to their position.

Policy Statement:

An employee, in a position governed by a Delegation of Authority Schedule, will be issued an official credentials card to demonstrate evidence of the authority associated with that position.

The duties and responsibilities exercised with the DoA and associated credentials, are always subject to any conditions deemed necessary for flight safety, the protection of persons and/or property and to any limitations imposed by their superiors, consistent with their knowledge, training and experience.

Application:

This Directive applies to all Civil Aviation employees who occupy positions that carry a Ministerial Delegation of Authority.

Official Credentials for Newly Appointed Delegated Officers:

Until required training and Structured-On-The-Job-Training have been completed, the authorities found in the Ministerial delegation shall be limited through a memorandum stating restricted authority from the appropriate HQ director or regional manager.

The procedures associated with the issuance and monitoring of Official Credentials, including the assignment of limitations, are described at Appendix A (Requests for Official Credentials).

Roles and Responsibilities:

The Director, Regulatory Services (AARB) is responsible for:

  • developing policies associated with the development and the management of the Ministerial Delegation of Authority and its associated Official Credentials
  • maintaining the Official Credentials database
  • processing requests for Official Credentials

The Functional HQ Directors and Regional Managers responsibilities are outlined in Appendix A.

Reporting:

The Director, Regulatory Services shall report annually to the National Civil Aviation Management Executive (NCAMX) as to the status of the Ministerial Delegation of Authority document. He will also provide a report of the delegated employees registered on the official credentials database.
