Implementing Flight 2005

In December 1999, Transport Canada finalized a new civil aviation safety framework, entitled Flight 2005, a document that outlines the departments aviation safety focus over the next five years. Our collective aim in Flight 2005 is to achieve two key results: a continued improvement on the high level of aviation safety in Canada and a high level of public confidence in our Civil Aviation program. Since then, the National Civil Aviation Management Team has been sharing the details with its many stakeholders and now it is time to show the specific initiatives and direct performance measures that have been identified for Implementing Flight 2005.

Each region and functional branch has developed, or is in the process of finalizing, detailed work plans that highlight its specific contribution to Implementing Flight 2005 over the next two years. The following pages summarize these activities for the national civil aviation program.

Transport Canada is continuing its strong partnership approach to ensure that a solid foundation is established with the aviation community and the Canadian public for implementing the Flight 2005 safety targets. Actions are aimed at enhancing safety data use, deploying resources to areas of highest risk, introducing safety management systems, consistently assessing human factors, and continuing and enhancing open communications.

Initiatives, measures, and the implementation status will be available and updated regularly on the Transport Canada Civil Aviation web site. We invite you to follow our progress.
