The mandate of the Civil Aviation branch is to develop and administer policies and regulations for the safest civil aviation system for Canada and Canadians, using a systems approach to managing risks.

Civil Aviation assures that aeronautical products are designed, manufactured, operated and maintained in accordance with applicable regulations; that air operators are equipped and able to provide the service; that flight crews, air traffic controllers and aircraft maintenance engineers are fit and competent; that certified aerodromes are safe to use and that air navigation service providers and general aviation activities meet required safety standards.

Our programs are designed to ensure that Canadian Aviation Regulations and Standards are set and achieved in a co-operative and cost-effective manner for all stakeholders.

Our core activities are:

  • Rulemaking
  • Provision of aviation documents (certificates, licences etc.)
  • Oversight of the aviation system (including audits, inspections and enforcement)
  • Promotion and education
