The Chief Information Officer Branch (CIOB) is currently taking a new look at the management of Government of Canada (GoC) IT-enabled projects. The impetus for this re-examination comes from many directions, but notably from: Chapter 3 of the Auditor-General’s report of November 2006; the increased focus on accountability; the renewal of the Policy Suite; and the Treasury Board Secretariat’s Management Accountability Framework initiative. This initiative will examine the current and future state of policy instruments and practices that are needed to increase the likelihood of success for government of Canada’s investment in IM and IT services. The following activities support this outcome:

  • Analyze the current EMF suite of documents, principles, best practices, methodologies and tools and, where applicable either, revise and update to reflect current trends in project and portfolio management, remove if irrelevant or create new disciplines and guidelines to overcome any gaps.
  • Develop and issue a directive on the Management of IT-enabled projects. It will contribute to the implementation process for Investment Planning Policy and the Investment Planning Policy.
  • Link and/or incorporate any related practices, disciplines, guidelines and tools that would be required to support sound stewardship of IT-enabled projects. These would include (but are not limited to) Outcome Management, Performance Management, Capacity Management, components of Enterprise Architecture, and Earned Value Management.
  • Integrate into EMF recommendations/ commitments stemming from the Auditor General’s audit of Large IT enabled projects.
  • Support the implementation of sound IT-enabled project management tools and practices within government departments.
