Decision Tree - CLF Hyperlinking Best Practices,


The new CLF 2.0 standards are available on the CLF 2.0 Web site.



  1. Hyperlinking request received. Go to question 2.
  2. Is, or could the site be deemed inappropriate due to its content or its affiliations? If yes, go to 14. If no, go to question 3.
  3. Does the creation of a link  provide unfair competitive advantage through on-line endorsements of third party interests? Please note that links created within the context of a Collaborative Arrangement are not considered an endorsement or providing an unfair competitive advantage. If yes, go to question 14. If no, go to question 4.
  4. Does the content of the site reflect the aims and objectives of the [name of institution]? Are the aims and objectives consistent with the institution's mandate, or that of the overall GoC mandate? If yes, go to question 5. If no, go to question 14.
  5. Is the content of the site kept current and accurate? If yes, go to question 6. If no, go to question 14.
  6. Does the site allow users to navigate back to the present site? The site cannot block the user's return to this site by using embedded code or other techniques within the linked page that prevent the use of the browser "back" button. If yes, go to question 7. If no, go to question 14.
  7. Does the site provide contact information that includes, as a minimum, two of the following: 1)  E-mail, 2) Postal mail, 3)  Phone number or TTY/TTD. If yes, go to question 8. If no, go to question 14.
  8. Does the  content of the site comply with the laws of Canada, which includes such items as copyright, privacy, etc? If yes, go to question 9. If no, go to question 14.
  9. Do you need additional criteria? If yes, go to question 10. If no, go to question 13.
  10. Is the site available in both official languages. If more criteria required, go to 11. If not, go to question 13. If no further criteria required and the answer is no, go to question 14.
  11. Does the site meet the accessibility requirements outlined in Common Look and Feel Standard 1.0.? If more criteria required, go to question 12. If not, go to question 13. If no further criteria required and the answer is no, go to question 14.
  12. Does the site provide uninterrupted, free access to users? If yes, go to question 13. If no, go to question 14.
