Revisions to the Common Look and Feel Standards and Guidelines for the Internet

To: Deputy Ministers of departments and agencies listed in Schedules I, I.1 and II of the Finance Administration Act (FAA)

This is to advise you that I have approved the revisions to the Common Look and Feel Standards and Guidelines for the Internet (CLFI) as recommended by the Information Management Policy Committee and the Information Management Champions Committee of the Treasury Board Secretariat (TBS).

These revisions become effective as of September 20, 2005 and are to be applied to the Internet sites of Government of Canada institutions subject to the FAA, Parts I, I.1 and II. The predicted impact of implementation is estimated to be minimal for the majority of affected institutions. Most, if not all, of the revisions have already been applied.

The intent of these revisions is to correct certain legal and presentation issues and to bring specific CLFI standards and guidelines in line with current best practices. The detailed list of changes is available on the CLFI Web site along with complete text of all the CLFI standards and guidelines for the Internet.

I would also like to inform you that the Common Look and Feel Office of the Chief Information Officer Branch of TBS in collaboration with Statistics Canada have completed the development of a revised compliance and reporting methodology for CLFI. The revised methodology is expected to be available on the CLFI Web site in early October, well in advance of the proposed government-wide compliance reporting currently proposed for February 2006.

Please be aware that your institutional Center of Expertise (COE) for Internet will be happy to provide any additional information or respond to questions you should have concerning these CLF revisions. The most current list of COE's for institutions can be accessed at http://www.tbs-sct.gc.ca/cioscripts/committees/members/memdept-memmin_e.asp?who=/clf-nsi/&id=95. Standard 1.2 "Document Technologies"


HTML or similar formats that are W3C Recommendations (e.g. XHTML) must be the primary format for all documents on Government of Canada Web sites. In cases where a document cannot be represented in HTML, users will be given information on how to obtain alternate versions, e.g., print, Braille, audio, etc.

Navigation and Format


The width of Government of Canada Web pages must be no less than 600 pixels. The width dimensions for page components will be as follows:

  • Header: Fixed, 600 pixels
  • Footer: Fixed, 600 pixels
  • First Column (left navigation): Fixed, 132 pixels
  • Second column (vertical white space): Fixed, 18 pixels
  • Third column (content area): Minimum column width of 450 pixels. 
    In exceptional cases where specific content (e.g. maps, large tables, charts, graphs, etc.) cannot adapt by way of wrapping or linearization to the standard 450 pixel width the content can extend to the right beyond the 450-pixel boundary. 
    When content does extend beyond the 450-pixel boundary a version suitable for printing on standard 8-1/2" x 11" (21.6 cm x 27.9 cm) paper must be provided.

Standard 4.4 "Acknowledgements"


Institutions must ensure that legitimate electronic correspondence is acknowledged in a timely manner.

Standard 7.6 "Server Message Languages"


Messages generated by Web servers and Web application servers must be presented in the official language preference indicated by the user. If this is not feasible, or if the language preference of the user is not known, the message must be presented completely in both official languages and in the prescribed order. For more information, refer to the Directive on the Use of Official Languages on Web Sites1.

Standard 3.1 – "Domain Names"


To help protect the unique identity and integrity of Government of Canada Web sites, GC organizations must register and maintain the registrations for any domain names that include their title in commonly used domains such as .com, .org, .net, .ca, etc.

To help promote the unique identity of the Government of Canada online presence, GC institutions must register and maintain the registrations for their primary domain names, and any domain names supporting online services or products, in the ".gc.ca" domain. The domain names registered in the ".gc.ca" domain must be used for the purposes of advertising, marketing and promotion.

Standard 6.4 – "Date Indicator"


All Government of Canada Web pages must have a date indicator to inform visitors of the currency of the content and signal that the end of that page has been reached. All currency indicators must use the ISO standard format for all-numeric date display (YYYY-MM-DD) and use at least one of the following date labels: "Date published:", "Date modified:", or "Last updated:".
