Cyber Authentication,

The Government of Canada's (GC) recognizes that its approach to electronic methods of authentication should periodically be reviewed and adapted to changes in technology, public opinion, and the marketplace. The existing solutions for common or unique departmental authentication requirements have meet the needs of departments and clients thus far but there have been many changes is this area so the Government of Canada needs to review our current approaches. We believe there are likely improvement to be made to better accomplish electronic authentication in light of focus on common services, joined-up service delivery and the emergence of a desire to use market or market-like services.

In 2006, TBS with the collaboration of key stakeholders focused on a short effort looking at the business problems, vision and activities for a GC wide strategy to renew the electronic (or cyber) authentication environment for on-line electronic service delivery.

The following DRAFT documents represent the work that was performed. This provides departments and agencies with a statement of direction and orientation to help ensure a consistent adoption of Cyber Authentication in support of a cohesive approach to service delivery across government. The longer-term goal is for a trusted and secure standards-based authentication architecture that can be relied upon for on-line electronic service delivery by the GC. The approach must provide uniform processes for establishing electronic identity.

TBS is now embarking on the next phase of the project, which is to solicit feedback and develop a strategy for transformation. Comments or observations on these documents can be sent to CIOB Enterprise Arch and Standards. Depending on the volume of the response we may not provide direct itemized feedback but we do intend to process all comments.
