The Emergency Security Control of Air Traffic (ESCAT) Plan provides the roles, responsibilities and procedures of Transport Canada, NAV CANADA and the Department of National Defence authorities to regulate the movements, within Canadian airspace, of friendly non-tactical aircraft; facilitate identification, tracking and engagement of hostile aircraft; and ensure the preservation of civil and military aircraft for employment in national survival operations. It has been signed-off by the Deputy Minister, Transport Canada, and the Deputy Minister, National Defence. Please click here to view this document.
