Should I Notify an Aquatic Living Organism Under This Program?

This website is intended to provide a brief description of the New Substances Program and how it applies to aquatic organisms. A detailed explanation of the New Substances Notification Regulations (Organisms) [NSNR (Organisms)] and the obligations of notifiers is contained in the Guidelines for the Notification and Testing of New Substances: Organisms.

The NSNR (Organisms) under the Canadian Environmental Protection Act, 1999 (CEPA 1999) is jointly administered by Environment Canada and Health Canada. The NSNR (Organisms) apply to new living organisms that are animate products of biotechnology, including aquatic organisms, proposed for manufacture (e.g. develop, produce or breed) in or import into Canada.  The Departments of Fisheries and Oceans Canada (DFO), Environment Canada and Health Canada have signed a Memorandum of Understanding respecting the implementation of the NSNR (Organisms) for certain aquatic living organisms.  As such, DFO will assist in administering the NSNR (Organisms) and conduct risk assessments for these aquatic organisms.
