GOVERNMENT ORDERS
Pursuant to Order made Thursday, April 10, 1997, the
House resumed consideration of the motion of Mr. Manley
(Minister of Industry), seconded by Mrs. Robillard (Minister
of Citizenship and Immigration), -- That the amendments made
by the Senate to Bill C-5, An Act to amend the Bankruptcy
and Insolvency Act, the Companies' Creditors Arrangement Act
and the Income Tax Act, be now read a second time and
concurred in.
The question was put on the motion and, pursuant to
Order made Thursday, April 10, 1997, the recorded division
was deferred until Tuesday, April 15, 1997, at 12:30 p.m..
Pursuant to Order made Thursday, April 10, 1997, the
House resumed consideration at report stage of Bill C-17, An
Act to amend the Criminal Code and certain other Acts, as
reported by the Standing Committee on Justice and Legal
Affairs without amendment;
And of Motion No. 2.
Motion No. 2 of Mr. Kirkby (Parliamentary Secretary to
the Minister of Justice), seconded by Mr. Kilger (Stormont --
Dundas), -- That Bill C-17 be amended by adding after line 13
on page 66 the following:
``An Act to amend the Criminal Code (judicial review of parole
ineligibility) and another Act
139.1 Section 8 of An Act to amend the Criminal Code
(judicial review of parole ineligibility) and another Act is
replaced by the following:
8. Paragraph 745.63(1)(d) of the Criminal Code, as
enacted by section 2 of this Act, applies in respect of
hearings held after the coming into force of this section
with respect to applications for judicial review in respect
of crimes committed before or after the coming into force of
this section.''

Eggleton (Minister for International Trade), moved, -- That
Bill C-17, An Act to amend the Criminal Code and certain
other Acts, be concurred in at report stage with amendments.
The question was put on the motion and it was agreed to on division.
Accordingly, the Bill was concurred in at report stage
with amendments and, pursuant to Order made Thursday, April
10, 1997, ordered for a third reading later today.
Pursuant to Order made Thursday, April 10, 1997, the
Order was read for the third reading of Bill C-17, An Act to
amend the Criminal Code and certain other Acts.

Bill be now read a third time and do pass.

Mrs. Brushett (Cumberland -- Colchester), from the
Standing Committee on Finance, presented the 10th Report of
the Committee (Bill C-37, An Act to implement an agreement
between Canada and the Russian Federation, a convention
between Canada and the Republic of South Africa, an
agreement between Canada and the United Republic of
Tanzania, an agreement between Canada and the Republic of
India and a convention between Canada and Ukraine, for the
avoidance of double taxation and the prevention of fiscal
evasion with respect to taxes on income, without
amendment). -- Sessional Paper No. 8510-352-95.

Introduction of Private Members' Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion
of Mr. Murray (Lanark -- Carleton), seconded by Mrs. Parrish
(Mississauga West), Bill C-401, An Act to amend the
Broadcasting Act (broadcasting policy for Canada), was
introduced, read the first time, ordered to be printed and
ordered for a second reading at the next sitting of the
House.
