Ms. Torsney (Burlington), from the Standing Committee
on Justice and Legal Affairs, presented the 9th Report of
the Committee (Bill C-55, An Act to amend the Criminal Code
(high risk offenders), the Corrections and Conditional
Release Act, the Criminal Records Act, the Prisons and
Reformatories Act and the Department of the Solicitor
General Act, with amendments). -- Sessional Paper No. 8510-352-

Introduction of Private Members' Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion
of Mr. Bhaduria (Markham -- Whitchurch -- Stouffville), seconded
by Mr. Nunziata (York South -- Weston), Bill C-378, An Act to
amend the Immigration Act (permanent resident status), was
introduced, read the first time, ordered to be printed and
ordered for a second reading at the next sitting of the
House.
Pursuant to Standing Orders 68(2) and 69(1), on motion
of Mr. White (Fraser Valley West), seconded by Miss Grey
(Beaver River), Bill C-379, An Act to amend the Criminal
Code (arrest of those in breach of condition of parole or
statutory or temporary release), was introduced, read the
first time, ordered to be printed and ordered for a second
reading at the next sitting of the House.
Pursuant to Standing Orders 68(2) and 69(1), on motion
of Mrs. Tremblay (Rimouski -- Témiscouata), seconded by Mr.
Sauvageau (Terrebonne), Bill C-380, An Act respecting the
designation of a Louis Riel Day and revoking his conviction
of August 1, 1885, was introduced, read the first time,
ordered to be printed and ordered for a second reading at
the next sitting of the House.
Presenting Petitions
Pursuant to Standing Order 36, petitions certified correct by the Clerk

GOVERNMENT ORDERS
The Order was read for the consideration of the
Business of Supply.
Mr. Manning (Calgary Southwest), seconded by Mr.
McClelland (Edmonton Southwest), moved, -- That this House
condemn the government for requiring Canadians to pay over
70% more in CPP premiums, thus increasing payroll taxes that
are a cancer on job creation, while refusing to eliminate
the huge subsidy that those same Canadians must pay to
maintain the gold-plated MP pension plan.
Debate arose thereon.
Pursuant to Standing Order 81(19), the proceedings
expired.
PRIVATE MEMBERS' BUSINESS
At 5:30 p.m., pursuant to Standing Order 30(6), the
House proceeded to the consideration of Private Members'
Business.
Mrs. Chamberlain (Guelph -- Wellington), seconded by Mr.
Telegdi (Waterloo), moved, -- That, in the opinion of this
House, the government should continue and enhance its
efforts to address the underground economy, which costs
Canadians anywhere from $23 billion to $156 billion dollars
in lost revenue and wages, by working with other levels of
government, industry, and unions in developing a plan of
action, which includes a national education campaign and
increased enforcement. (Private Members' Business M-243)
Debate arose thereon.
Pursuant to Standing Order 96(1), the Order was dropped
from the Order Paper.
