Montreal's New Harbourfront
"Over the past decades, Montréal's harbourfront has largely remained simply a collection of Crown properties,
with no plan to develop their potential," said Minister Cannon. "Today I am proud to announce that Canada's New
Government has put an end to years of inaction and mandated the Canada Lands Company to carry out a planned
redevelopment of these exceptional properties. The CLC is renowned throughout Canada for its experience and
success - it will be able to work closely with a range of agencies and authorities, community groups and the
City of Montréal, while respecting the jurisdictions of each party. In the end, we want to help create an
exceptional urban space where people will want to live. 'Montréal's New Harbourfront' will enhance the
economic vitality of the City and Canada."

Context
The Montreal harbourfront lands owned by various federal Government bodies
have not benefitted from an overall strategy for development, so have not been
used to their full potential. Developing these lands is vital for a major
metropolis where maritime trade remains a key component of local and national
growth. The maintenance of the Port and its intermodal infrastructure is
critical to the ongoing and future success of local, regional and national
trade, employment and prosperity.
Therefore, only lands that are no longer being used directly for port purposes
will be targetted for re-development at this time. All elements of the working
port and related intermodal infrastructure are to remain in current use,
including the Bickerdike and Alexandra Piers.
Government Vision and Objectives
The vision is a harbourfront area that is a popular urban
space that will make Montréal a better place in which to live, work and play.
This will also help make Canada's economy stronger. The vision is driven by four
objectives:
- Healthy and prosperous cities and communities;
- Clean-up of contaminated land and sustainable urban development;
- Respect for all levels of government and the interests of third parties;
- Economic vitality.
The vision is to be achieved by:
- Transferring several federal properties to the Canada Lands Company (CLC) to
rehabilitate some 4.8 million square feet (448,242 square metres) of federal
land, (three times the size of the Montréal Convention Centre) in order to fully
realize the area's potential.
- Making Montréal's harbourfront a greener, cleaner and more welcoming area for
businesses, residents and tourists.

Approach
In addition to mandating the CLC, the Government has provided stable funding
to maintain and safeguard the Old Port assets and to the Old Port of Montréal
Corporation for its operations to improve its recreation and tourism activities.
CLC will consult and work with other orders of government and community and
interest groups to reach agreement on the future use of the land it is
developing.
Operating Principles
In implementing its vision for Montreal's New Harbourfront,
the Government of Canada will:
- Better align the efforts of Crown departments and agencies.
- Respect all levels of government and third-party interests
- Work together with CLC towards making all property development an economic,
social and environmental success that lasts.
- Make sure the strategy aligns with Canada's national transportation system
priorities.
- Ensure the ongoing Port operations are not adversely affected.
