"The cultural sector is confronting the powerful forces of change currently reshaping Canada's society and economy. Declining public-sector funding and increased competition for earned revenue require enhanced entrepreneurial skills and sophistication if many cultural enterprises are to survive. Radically changing social and demographic realities are forcing organizations to rethink their missions and values, and provide relevant and accessible products and experiences to increasingly diverse and sophisticated audiences. New communications technology present huge opportunities for expanded markets and increased access to cultural products; it also means growing foreign competition and potential job losses.
Ensuring that the sector has the skills and knowledge needed to respond to these challenges is no longer an option. The sector represents an expanding source of jobs and new wealth creation in the new knowledge economy and the expanding global market for cultural products and experiences. The cultural sector already represents a significant segment of the Canadian workforce. It has grown at more than twice the rate of the labour force as a whole over the last twenty years2. The sector represents a source of highly-skilled, value-added employment. By 1990 the sector as a whole represented the equivalent of over 350,000 direct jobs. It is believed to have accounted for $15 billion of direct impact on Canada's gross domestic product in 1992."
