General Information for Site Users

  
    

User roles and their basic access rights:

  1. Guests: Guests will have access to, and be able to suggest resources for, the Culturescope.ca collection of ‘Resources’; however, they will not be able to post, edit, or change any information published on Culturescope.ca , nor will they have access to specific communities requiring membership.


  2. Members: Members will have all of the same privileges as ‘Guests’ with the additional privilege of belonging to a group in the ‘Culturescope Groups’ section of Culturescope.ca when they choose to log in. While they are logged in, they will be able to post knowledge resources and view the knowledge resources posted by others. All posted knowledge resources, of any type, will be subject to Editor and/or Chief Editor approval.


  3. Member Group: A Member Group has the same rights and privileges as Members. A Member Group is a group of members seen as a collective whole.


  4. Editors: Editors will have the same rights and privileges as Guests and Members (for the group to which they belong) and will have the additional responsibility of editing and/or approving/rejecting knowledge resources posted by Guests and/or Members. Editors will be required to log in to access these privileges.


  5. Chief Editors: Chief Editors have the highest level of access and privilege; they have all the rights and privileges of the other three types of users in addition to site administration functions; their primary function is to maintain the look and feel of the site, as well to ensure that proper operating procedure is followed. While most knowledge resources will be vetted and approved by Editors, Chief Editors will be responsible for responding to and resolving any issues that arise. A Chief Editor’s decision is final.

User responsibilities:
  1. Guests:
    • Adhere to the terms and conditions of the “Culturescope.ca User Agreement”.


  2. Members:
    • Adhere to the terms and conditions of the “Culturescope.ca User Agreement”, and
    • Adhere to any terms and conditions outlined by the group to which the member belongs, where that document does not supersede or contradict any term or condition described within the “Culturescope.ca User Agreement”.


  3. Editors:
    • Adhere to the terms and conditions of the “Culturescope.ca User Agreement”.
    • Adhere to any terms and conditions outlined by the group to which the member belongs, where that document does not supersede or contradict any term or condition described within the “Culturescope.ca User Agreement”, and ensure that Members are aware of their responsibilities;
    • Implement security for individual Culturescope.ca areas, by assigning access rights to portal Members and Member Groups;
    • Add new information to the Members’ (where they are a member) and ‘Resources’ areas;
    • Review Guest and Member suggestions for new material;
    • Monitor information posted (either posted knowledge resources or user comments) to areas of Culturescope.ca for which they are responsible and edit or delete where information contravenes the terms and conditions of the “Culturescope.ca User Agreement” or the “Content Selection Guidelines”.
    • Create cross-references of resources with other parts of Culturescope.ca so information posted appears in as many relevant areas as possible;
    • Highlight resources of the highest quality according to the Content selection guidelines included in this document, by featuring them; and,
    • Where applicable and allowed (in Members’ areas to which they belong), change the look and feel of relevant areas by creating, modifying, and applying themes.


  4. Chief Editors:
    • Adhere to the “Culturescope.ca User Agreement” included in this document;
    • Assign and/or approve Editors as need is identified, and ensure that Editors are aware of their responsibilities;
    • Resolve issues relating to the moderation of knowledge resources and/or user comments;
    • Implement security for individual Culturescope areas, by assigning access rights to portal Editors, Members and Groups, as well as on a site-wide level;
    • Add new information on a site-wide level;
    • Review Guest and Member suggestions for new material on a site-wide level, and where applicable within Members’ areas;
    • Monitor information posted on a site-wide level (either posted knowledge resources or user comments), and edit or delete where information is deemed inappropriate for reasons mentioned in “Terms & Conditions: Culturescope.ca User Agreement” or in the selection guidelines included in this document;
    • Create cross-references of resources to other parts of Culturescope so information posted appears in as many relevant topics as possible on a site-wide level;
    • Highlight resources of the highest quality according to the selection guidelines included in this document, by featuring them on a site-wide level; and,
    • Where applicable, change the look and feel of areas by creating, modifying, and applying themes.



Content Scope :

The scope of the content is related to its relevance to cultural professionals, especially policy researchers; content determined appropriate for Culturescope.ca will be displayed and retained in the topic structure of the site; and, content may be available in a wide variety of formats. Content may come from any number of sources and be suggested by anyone in the general public who has access to the Internet, as well as any Members of the groups engaged within the 'Culturescope Groups' section of the site. Every effort will be made to ensure that as much as possible a representative amount of French content will be available. Given the outward facing, collaborative nature of the site, international as well as national and regional knowledge resources should be made available. A sample, non-comprehensive and non-exclusive list of types of content that are considered important to the Canadian Cultural Observatory includes (may appear as various formats):
  1. Cultural statistics
  2. Reports
  3. Policies & legislation
  4. Marketing reports
  5. Educational material
  6. Contact information
  7. Event information
  8. Grants & application information
  9. Project information (i.e. new research initiatives, etc.)
Content Selection Guidelines:
  1. Preference will be given to Canadian resources;
  2. International resources are encouraged where relevant to the scope and mandate of Culturescope.ca and where language assessment is possible;
  3. Preference will be given to resources available in both official languages;
  4. The largest or most relevant part of a resource pertains to cultural professionals, especially those working in the cultural policy, cultural development and cultural management fields;
  5. The largest or most relevant part of a resource is relevant to one or more areas of the Culturescope.ca Site Explorer;
  6. The resource information is from a reliable source of cultural information;
  7. The resource information contains cultural statistics, reports, analysis, cultural news, grants, contacts, events, in short: information relevant to the field of cultural research or those working in a cultural profession;
  8. The resource may contain commercial information but does not have profit either for its own interests or the interest of others as its primary focus;
  9. The resource may not contain inappropriate content as outlined in the terms and conditions of the “Culturescope.ca User Agreement”;
  10. The resource is current and/or updated regularly;
  11. Web-based resources are not broken and point users to the appropriate site or part of site;
  12. “Preference should be given to publications which are complete, independent, self-contained and coherent entities” —the resource should not be solely a list of links;
  13. The resource may be a first and/or subsequent edition of a resource;
  14. Where multiple formats of a resource exist, efforts should be made to pick a standard format for inclusion on Culturescope.ca (this should include audio and video formats).
Selection Guidelines - Questions to help Editors discern relevant resources for Culturescope.ca:

What follows is a list of questions to assist the Editors and Chief Editors in ascertaining whether or not a resource is relevant to Culturescope.ca; these questions may also be posted as a help file to assist Guests or Members in ascertaining whether a resource is relevant to the scope and mandate of Culturescope.ca.

1. Does the resource target cultural policy professionals, including researchers, policy-makers, and/or cultural managers?

If the answer is NO, consider rejecting/removing the resource.

2. Is the content from a reliable source of cultural information? For example: a known arts organization such as the Canada Council for the Arts http://www.canadacouncil.ca/.

If the answer is NO, consider rejecting/removing the resource.

3. Does the resource contain cultural statistics, reports, analysis, cultural news, grants, in short: information relevant to the field of cultural research or those working in a cultural profession?

If the answer is NO, consider rejecting/removing the resource.

4. Is the resource commercial? Is it selling a service? Does it have inappropriate content matter?

If the answer is YES, consider rejecting/removing the resource.

5. Is the content updated regularly or current? If not, has it lost its currency?

If the answer is NO to first question read second question; if the answer is YES, to the second question, consider rejecting/removing the resource.

6. In the case of Web resources, does the URL point to the appropriate place on the site? For example: The Centre for Cultural Management at the University of Waterloo at www.arts.uwaterloo.ca/ccm/ instead of pointing to the University of Waterloo main page, www.uwaterloo.ca/.

If the answer is NO, consider rejecting/removing the resource if it is not possible to fix, or if the resource has become broken.

7. By approving this resource, am I contravening the terms and conditions of the “Culturescope User Agreement”?

If the answer is YES, then you must not approve the resource for publication to Culturescope.ca.
