« Les conseils régionaux de la culture ont été créés dans le but de doter les régions du Québec d'une structure représentative de leur milieu culturel. Aujourd'hui, les conseils régionaux sont au nombre de douze. Répartis sur l'ensemble du Québec, les conseils œuvrent principalement en vue de développer et de représenter les organismes culturels et artistiques de leur milieu. Le Conseil régional de la culture Saguenay - Lac- Saint-Jean est présent dans la région depuis 1977. Le Conseil régional de la culture Saguenay - Lac- Saint-Jean siège à Alma, vaste région du Québec, située à 450 kilomètres de la métropole québécoise. Cette région est reconnue pour sa géographie plus grande que nature, ses sites touristiques fabuleux , la diversité de ses activités culturelles et la proverbiale fierté de sa population. »
