"The idea of a one-stop virtual law library in Canada was conceived and discussed from 1998 to 2000. In February 2000, the Federation's National Technology Committee put forward a business plan that included the creation of such a virtual library. At the same time, the LexUM team, with support from the Canadian Department of Justice, had a Web site prototype put into place to demonstrate the benefits of integrating most of the legal resources available in Canada on a single Web site.
The National Virtual Library Group prepared a Strategic Plan for the development of a Web site which was presented and approved in August 2000, at the Federation's Annual General Meeting. The Web site was then put together as a pilot project by the LexUM team at the University of Montreal."
