"The Library Book Rate (LBR) was introduced as part of the Publications Assistance Program in 1939. Its public policy objective at the time was to provide equal access to library books for all Canadian readers. This report presents: an extensive historical and public policy overview of the LBR; a parallel review of library development; an analysis of earlier LBR studies and the recommendations included in these studies (See Section 3). These reviews outline the context within which the LBR has evolved and provides the rationale for why further changes in the LBR policy framework are required."
