The stakeholder group includes heritage professionals, professional associations, governing authorities, elected officials, policy makers and funders from all three levels of government, volunteers and interested parties from private sector organizations that relate specifically to public libraries and museums. The primary objective of the paper is to present the results of preliminary research into the prevalent perceptions about outsourcing in Canadian heritage institutions. The research conducted in preparing this discussion paper included an examination of the most important and current literature related to outsourcing public sector functions to the private sector, or to other public sector organizations."
