"This study was commissioned in response to the Report on the Review of Management Practices of the Federal Support for the Television and Film Industry (Strategic Review Group), where the Minister of Canadian Heritage committed to conduct a system wide risk assessment and develop an enhanced management control framework for the system of federal support to television and film. For the purpose of this study, the federal support system for television and film was defined as the Department of Canadian Heritage, the Canadian Audio-Visual Certification Office, Canada Customs and Revenue Agency, Telefilm Canada, and the Canadian Television Fund. A system?wide risk assessment addressed the interrelationships and interdependencies between the various federal or federally-supported organizations that are involved in the funding of the Canadian film and television industry. The assessment then identified those risks that were shared across these organizations, representing risks to the system as a whole."
