New Technologies and Cultural Policy Executive Summary

"This constant change, now emblematic of the digital culture characteristic of the present age, poses challenges to the public authorities at a number of levels. For example, how to plan both support programs and policies for sectors subject to this kind of turbulence? How to separate transitory modes from fundamental changes that will be around for some time? How to ascertain how these upheavals differently affect the two main language groups in the country and to adapt programs and policies accordingly? Does the “great leveller” effect often associated with the emerging technologies mean that we have to treat the different cultural sectors independently of each other, or is there sufficient overlap between them to propose a general policy which can be adapted according to the particular characteristics of each? These are all considerations explored in the background paper, of which we here offer an outline summary."
