"In the first place it is time for a new approach to culture. During the past years, the classical ideal of cultural spread has been interpreted more and more as a plea for the socialisation of culture. Rules and instructions on, for example, the scope of specific target groups, have contributed to the view that the cultural sector must be used to solve social issues in the area of integration and emancipation. That has resulted in an instrumentalist policy aimed primarily at institutions. The cabinet chooses on the basis of reverse reasoning, namely not that social awareness in culture must be increased, but rather cultural awareness in society. The focus is not on the social or political 'control' of cultural life, as if the sector needs such due to an inherent weakness, but on intensifying the cultural factor in the various sectors of social life. This implies attention for culture in education, the quality of public space, the urban investment climate and the amount of free time."
