"The policy area of culture involves the creation of preconditions for the maintenance, management, development, social and geographical distribution or other dissemination of cultural expressions. Leading factors are considerations regarding quality and diversity. The primary aim of policy is to create conditions permitting the preservation of a flourishing cultural life. Advice on the policy to be pursued is sought from the Council for Culture. The results are summarised and explained in the Policy Document on Culture, which is published every four years. General objectives include the promotion of the quality and the diversity of what is offered, for instance by subsidising relevant institutions and infrastructure in the field in question. Another aim is to promote participation in culture in general, and participation by young people and ethnic minorities in particular. Subsidies are granted to institutions operating in the following fields: Arts, Cultural Heritage, Language and Literature, Libraries and Media. Some distributing institutions also receive grants."
