"This analysis was not a simple matter of looking at enabling statutes. Indeed, one of the difficulties posed by this review is the unusually complex nature of the mandates – especially those of the CBC and NFB. They have broad mandates described in their enabling legislation, but the conduct of their business over the years has been shaped by many other instruments of policy-making. These include reviews and reports of the House Standing Committee; decisions and policies of the CRTC; and budgets and strategic plans of the organizations themselves. We made every attempt to take this body of information and policies into account during our deliberations, in order to have the broadest possible picture of their operational framework. Within the time available, the Committee examined the three cultural institutions with great care: their past accomplishments, their present performance and the changing world in which they will operate over the next decade. As required, we also took into account current budgetary constraints."
