In April 2000, Victor Rabinovitch became President and Chief Executive Officer of the Canadian Museum of Civilization Corporation. In April 2005, he was reappointed to a second five-year term.
Dr. Rabinovitch has long been involved in the cultural policy world. In particular, Dr. Rabinovitch served as Assistant Deputy Minister for Cultural Development and Heritage, Canadian Heritage, from 1995 to 1998. He was responsible for policies and programs in broadcasting, cinema, publishing, sound recording, copyright, museums and performing arts. He led the departmental team responsible for the modernization of Canada's Copyright Act, and the implementation of programs to assist book publishing, film and television production, museums and national cultural training institutions. On October 26th, 2007, Dr. Rabinovitch gave the opening remarks at the Canadian Culture and Digital Technology Forum, hosted by the Association of Canadian Studies in Gatineau, Quebec. These remarks addressed four eternal “verities” about Canadian cultural policy and will be published as a forth-coming article. Prior to joining the Museum of Civilization Corporation, Dr. Rabinovitch had been Assistant Deputy Minister, Income Security Programs, Human Resources Development Canada. This Branch is responsible for the administration of the national public pension programs in Canada's social security system (the Old Age Security, Guaranteed Income Supplement, the Canada Pension Plan and the CPP Disability pension). Dr. Rabinovitch began his federal public service career in 1982 as a member of the Task Force on Atlantic Fisheries. He subsequently became an Assistant Deputy Minister at Fisheries and Oceans, where he served in a variety of capacities including economic policy, inspection, enforcement and international relations. He was also the senior public servant responsible for the efforts by Canada to stop foreign overfishing. Before joining the federal public service, Dr. Rabinovitch specialized in labour issues, serving as National Secretary for Workplace Health and Safety with the Canadian Labour Congress from 1978 to 1982. From 1976 to 1978, Dr. Rabinovitch served as Executive Director, Manitoba Department of Labour. Dr. Rabinovitch holds a B.A. in Economics and Political Science from McGill University and a Doctorate degree from Sussex University in England. He is married with two children. His recent publications include : "Method and Success in Canada's Cultural Policies" in the Queen's Quarterly (Summer, 1999), "Retirement Planning Information Needs" in the Pensions and Benefits Monitor (October, 1999), "Museums Facing Trudeau's Challenge: the Informal Teaching of History", in Canadian Issues/Thèmes canadiens (2003) and "Landscapes, memory and narratives in national historical museums: the Canadian Museum of Civilization and the Canadian War Museum", in Brazil/Canada: Visoes, Paisagens e Perspectivas do Artico ao Antartico (ed.
