The notion of culture as an element of sustainable development, including the four pillar model, is new and is the subject of some debate.

Relative to other areas of cultural policy research, the evidence base is incomplete.

Conversations happening at the policy and research level in Canada and abroad center on what to measure and how.

Municipal, provincial and federal governments are interested in measuring how culture relates to:
  • rural and remote areas
  • housing
  • land values and land use (i.e. urban sprawl and intensification)
  • quality of life
  • the attractiveness of multi-cultural and cultural spaces
  • ghettoization
  • revitalization
  • transportation
  • organizational institutional success and community success
  • adaptability of communities to adapt to economic, environmental and social forces
  • cities’ contributions to the national good
  • choice of taxation regimes
  • employment
  • citizen engagement
  • Aboriginal populations
While these gaps in knowledge provide many opportunities for cultural policy researchers, they also challenge cultural policy analysts, planners and decision-makers who are currently considering how to integrate culture into their policy approaches.
