"Cultural Policy is about creating a framework through which government can provide the people with an opportunity to discover and express self, to understand self and to be able to create the means to prosperity and harmony and collective well-being.
Cultural Policy speaks to the totality of a people's existence since culture is the total way of life of a people. It is the belief systems, the ways by which we understand the world, of thinking and interpreting reality, of creating and re-creating self."
