"Many arts councils espouse the concept of promoting art for art’s sake – an euphemism for the tastes of a small clique of artists and critics. To argue the contrary – in other words, that arts councils should have a clearly articulated sense of their role in socio-cultural development, and not just promote “art for art’s sake”, as it were, is becoming politically incorrect. It conjures Orwellian attempts to subjugate art to the demands of the state.
Of course, it's already erroneous to think that art can be judged by some purist, aesthetic standards divorced from the prevailing socio-cultural environment. But to argue that it can and should, is actually saying that the public really doesn't know what it should like and therefore a small elite must shape public tastes."
