L'impact de la mondialisation sur la culture au Québec (available in French only)

« Le marché mondial de la culture est en pleine expansion. Les échanges commerciaux en ce domaine ont quadruplé dans la période de 1980 à 1998, passant de 95,3 milliards à 387,9 milliards de dollars américains (UNESCO, 2000), pour atteindre 831 milliards de dollars en 2000. Quant aux estimés pour la fin 2005, ils avoisinent les 1 300 milliards de dollars. »

« Or, ces industries influencent l’inégalité des représentations culturelles sur la scène mondiale. Elles peuvent les accentuer ou les amoindrir, selon leur mode de développement et de régulation. Elles ont le pouvoir de faciliter l’accès à la culture, ainsi que le droit à l’expression culturelle. Objet de débats dans le cadre de plusieurs accords de libre-échange, les industries culturelles et créatives permettent la mise à l’épreuve de nouvelles normes internationales.

Outils de communication, elles révèlent un potentiel intéressant en matière de transmission des savoirs et d’innovation. Enfin, elles présentent un grand intérêt politique, résultat de l’ensemble des éléments précédemment cités, mais aussi de leur capacité à influencer l’opinion publique. Leur potentiel à la fois rassembleur et, dans certains cas, subversif en fait un instrument puissant de pouvoir et justifie la volonté d’équilibrer les forces en présence. Enfin, l’ensemble de ces éléments tend à accentuer la dimension de "bien public" des biens culturels. »
