"A minority of young people can get involved in behaviour that is a serious problem for the wider community, including anti-social behaviour and crime. The Government is clear that when this happens we need to respond firmly. This paper is therefore not just about providing more opportunities and support to young people, it is also about challenge. We need to strike the right balance between rights and responsibilities, appreciating the enormous contribution that young people can make while expecting them in return to appreciate and respect the opportunities available to them."
