"The European Union's action in the sphere of culture is not tied to the cultural policies of the States or regions of Europe. It has a raison d'être of its own and is clearly defined by the EU Treaty (Article 151). With its respect for cultural diversity, the EU aims to help open up European cultures whilst at the same time enhancing the common heritage which Europeans share. EU action looks to encourage cultural cooperation and exchange amongst Europeans and to support shared knowledge of cultural production right across the board."
