"Although social policy communities initially responded to these changes in a variety of ways, gradually a set of shared responses has emerged. In addition to efforts to increase the employment rate – that is, activation – so as to ensure the future of expensive social programmes protecting against “old” social risks, common initiatives include mechanisms for addressing income insecurity from low-paid work, such as income supplements “to make work pay.”"
