"In Section I of the paper we explore the concepts of governance and good governance and conclude that there are five universal principles of good governance: legitimacy and voice;
fairness; accountability; performance; and direction.
Section II of the paper provides a brief historical overview of the Métis Nation; describes current Métis governance systems; outlines a series of governance challenges facing the Métis Nation; and concludes with a description of some best practices on which to build.
In Section III, the principal section of the paper, we begin by providing an overview of some of the key rationales for Métis Nation self-government. We then explore...fundamental governance issues that Métis Nation needs to address.
In the concluding section, we identify a number of priority areas emerging from the analysis in this paper."
