"Public funders interested in participating chose the Committee(s) on which they would sit. Representatives from the arts community, arts-supportive organizations, and the private sector also took part. Each Committee was co-chaired by a funder and an arts representative and included participants from different regions, jurisdictions, and arts disciplines. In all, close to 60 people participated, working by conference calls between April/May and August 1997.
The common goal of the Committees was to discuss means of building an environment conducive to the long-term sustainability of the arts. Within this broad goal, each Committee established its specific terms of reference, conclusions and recommendations.
Each Committee examined its subject from a broad, future-oriented perspective — what is needed for the maintenance and continuous renewal of a healthy, diverse arts sector. Discussions quickly moved away from the arts as an isolated part of society, to the arts and artists in a broader social and cultural context. Though declines in public sector funding had initially provoked the Transition project, the Committees dealt with a larger range of underlying problems and long-term needs."
