"Its creation was called for by participants in the European Cultural Foundation’s seminar “ Crossing Perspectives: Cultural Cooperation with South East Europe SEE)” (Amsterdam, June 2003). The main aim of the FCC is to counteract any possible ‘exclusion’ of SEE following next year’s enlargement of the European Union by concentrating on the participation of SEE countries in existing and future Community cultural and educational cooperation programmes and the formulation of concrete ideas for regional cultural cooperation, with improved funding for longer-term cultural and artistic programmes."
