"The purpose of this paper is to support Social Development Canada and its government and community partners in developing a horizontal Results Based Accountability Framework for the
Social Economy Pilot Initiatives announced in the 2004 federal Budget.
This evaluation framework describes the nature of the social economy, identifies the challenges associated with assessing its activities and proposes a learning-oriented approach to its assessment. The paper also presents a logic model for conceptualizing the work of the social
economy, including its broad societal objectives, the major inputs or investments required to sustain
this activity, and results at the household, organizational, community and sector levels.
This document represents an overall framework for thinking about federal investment in the social economy. Additional work is needed to address the range of design and implementation
issues. In order to operationalize this framework, input will be required from evaluators knowledgeable about the social economy."
