"Culture is a term capable of many different definitions. For example, sociologist Raymond Williams offers three distinct meanings: (1) a general process of intellectual, spiritual and aesthetic development; (2) a way of life specific to a particular people, period or group; and (3) the products of intellectual and especially artistic activity. In this document, however, the term is used principally in the third of these senses and refers specifically (as in statute) to the arts and national heritage. Where the document uses terms like cultural participation or cultural education, therefore, these refer to culture in the sense of the arts and national heritage.
International surveys like the one conducted five years ago by the Council of Europe show that the Netherlands offers a vast range of cultural activities and heritage features, large and small, spread around the whole country. The development of the arts is driven by the views of professionals and some activities are of the highest international calibre. Practitioners from other countries are frequently envious of the libertarian cultural climate of the Netherlands and applaud the open and receptive attitude of Dutch audiences. There is great freedom, professionals enjoy considerable influence and political control is exercised only at arm's length."
