Strategic Support for Investment Program (PASI)

This Investissement Québec program aims to support investment projects and the development of new products in Quebec to increase the productivity of businesses and improve their competitive position in the marketplace.

Eligibility Criteria

The company must operate in one of the following sectors: manufacturing, environmental restoration, the waste recovery and processing, call centres, software publishing, tourist accommodation, or the development of tourist services.

The company must also satisfy one of the following criteria:

• invest at least $5 million in a project involving the consolidation of a sector in which Quebec has competitive advantages;
  
• invest at least $2 million in the development of products remarkable for their innovative nature or commercial potential; 

Summary

The financial assistance may take one or more of the following forms:

• a refundable contribution (loan, interest-free loan, equity-type loan or loan with interest repayable through royalties or a refundable contribution tied to royalties);
• a repayment guarantee of up to 70% of the net loss on a loan, a line of credit, or a letter of credit;
• a non-refundable contribution.

The maximum term of financing is ten years. The project must be completed within three years of the project's start date.
