Summary

The United Nations Act is the legislative authority to implement United Nations Security Council decisions within Canada's domestic legal framework. Regulations adopted under this Act impose measures in conformity with Security Council Resolutions. These measures may include complete or partial interruption of trade relations such as sanctions, limitations on travel and means of communications, freezing of assets and the suspension of diplomatic relations.

At present, Regulations adopted under this Act include restrictions on the following countries, groups or individuals:

  • Afghanistan (freeze on property of the Taliban or of Usama bin Laden and his associates (see also Terrorists, below);
  • Federal Republic of Yugoslavia (arms and weapons, asset freeze for governmental assets in Canada prior to November 1995 or their proceeds);
  • former Yugoslavia (asset freeze of five individuals indicted by the International War Crimes Tribunal: Slobodan Milosevic, Milan Milutinovic, Nikola Sainovic, Dragoljub Ojdanic, and Vlajko Stojiljkovic);
  • Iraq (comprehensive ban on trade and financial transactions, except for transactions approved by a Committee of the United Nations Security Council);
  • Liberia (arms and weapons, diamonds);
  • Rwanda (arms and weapons);
  • Sierra Leone (arms and weapons); and
  • Terrorists (asset freeze and prohibitions on support of listed individuals and groups, those holding such assets must disclosure information).
