Plant Health and Production Programs

The Plant Health Program and the Plant Production Program, under the Plant Protection Act, bring together Canadian Food Inspection Agency (CFIA) programs designed to both protect Canada's agriculture and forestry sectors from the introduction and spread of pests and to help these sectors increase efficiency.

Eligibility Criteria

The programs apply to all businesses involved in both domestic and international movement of regulated plants and their products, including those from Canada's forests.

Summary

The major activities undertaken by CFIA staff under these programs include:

  • preventing the introduction into Canada, and spread within Canada, of quarantine pests which could impact on Canada's forestry, nursery, and horticultural sectors;
  • registering agricultural crop varieties, registering of plant breeders' rights and conducting safety assessments of plants with novel traits under Part V of the Seeds Regulations; and
  • collecting, analyzing and interpreting the plant quarantine import requirements of other countries and related trade issues on behalf of Canada's agriculture and forestry sectors.

The Plant Health Program and the Plant Production Program include the following sub-programs:

  • Fertilizer;
  • Forestry (such as the Canadian Wood Packaging Certification Program);
  • Horticulture;
  • Grains and Field Crops;
  • Variety Registration;
  • Plant Biotechnology;
  • Plant Breeders' Rights;
  • International Phytosanitary Issues;
  • Seed Potato;
  • Seed.
