Access: any driveway or other point of access such as a street, road or highway that connects to the general street system. Where two public roadways intersect, the secondary roadway shall be considered the access.

Access category: One of five categories listed in the Provincial Highway Access Category Assignment Schedule, which determines the degree to which access to a provincial highway is controlled.

Access management plan: a roadway design plan which designates access location and their designs for the purpose of bringing those portions of roadway included in the access management plan into conformance with their access category to the extent feasible.

Applicant: any person, corporation, entity or agency applying for a permit.

Arterial: a highway primarily for through traffic, usually on a continuous route. Direct access to abutting land may be restricted or eliminated.
