Disclosure of Wrongdoing

The Civil Service Disclosure of Wrongdoing Regulations and policy came into effect in September 2004. The regulations and policy provide Nova Scotia government employees with a reporting process for the disclosure of allegations of wrongdoing and with protection against reprisal action as a result of making the disclosure. These regulations and policy also provide an avenue for provincial government employees to bring forward concerns regarding wrongdoing to the Office of the Ombudsman.

An employee who reasonably believes they are being asked to commit a wrongdoing, or who reasonably believes a wrongdoing has been or is about to be committed, may disclose the matter to their immediate supervisor/manager. If the employee believes the matter is not being addressed by this person, or if an employee reasonably believes it is not appropriate to disclose to their supervisor/manager, they may disclose the matter to their deputy head. If the employee believes the matter is not being addressed by their deputy head, or if an employee reasonably believes it is not appropriate to disclose the matter to their deputy head, they may disclose the matter to the Ombudsman.

The Office of the Ombudsman has established a Wrongdoing Inquiry Line to provide a confidential avenue for government employees to obtain information regarding Disclosure of Wrongdoing. Government employees may access the Wrongdoing Inquiry Line at (877-670-1100) or may obtain information by contacting Jennifer Innis, Ombudsman Representative, at (902) 424-1199 or by email at Ombudsman_Disclosure@gov.ns.ca.
