AccèsLogis Québec program is a financial assistance program that promotes the coordination of public, private and community resources to build social and community housing for low- and moderate-income households and clients with special housing needs.

Program administration

The program is administered by the Société d’habitation du Québec, except in Montréal and Québec City, where agreements have been signed with the municipalities to allow them to manage the program within their territory.

Eligibility

  • Housing cooperatives.

  • Municipal housing bureaus.

  • Non-profit organizations and acquiring corporations wishing to create social and community housing.

Project conditions

Every project must include

  • purchase of land or an existing building;

  • construction work, if applicable.

The project may also include

  • renovation of existing housing units;

  • conversion of non-residential buildings into housing units or rooms;

  • construction of new housing units.

Cooperatives and non-profit organizations may receive support from technical resource groups.

Community contribution

To qualify for assistance, a project must receive financial support from the community. The community contribution may be from the municipality, a charitable organization, a private company, a public fundraising campaign, etc. It may also be non-financial, for example a gift of land or a building, a tax credit, etc. 

The Société d’habitation du Québec collects an amount equal to 1% of the admissible production costs of each project as a contribution to the sector. The amounts in question are distributed to provincial and regional organizations working in the non-profit cooperative housing sector for the development of social and community housing.

Financial contribution by the Société d’habitation du Québec

The financial assistance takes the form of a loan that becomes a subsidy once the organization has met the conditions of the operational agreement signed with the Société d'habitation du Québec.

Additional financial assistance may also be granted as follows:

  • up to $5,000 per housing unit for the cost of adaptations to make it suitable for use by the disabled;

  • up to $ 2,250 per housing unit, where the organization involved is unable to borrow the full amount needed for the work; 

  • Up to $4,000 per dwelling, for projects in *remote regions and municipalities with a population of less than 2,500 people.

* Remote regions : Abitibi-Témiscamingue, Côte-Nord, Gaspésie–Îles-de-la-Madeleine, Nord-du-Québec.

In addition, the Société d’habitation du Québec guarantees the first mortgage contracted by the organization with a financial institution certified under the program. Normally, this would be a loan amortized over a 25-year period.
