2005-2008 strategic plan

The 2005-2008 strategic plan of the Ministère de l’Emploi et de la Solidarité sociale (MESS) proposes to implement a global strategy based on the principles that employment allows individuals and society as a whole to realize their full potential and that it is a preferred means to combat poverty and social exclusion.

Employment and social solidarity

The new vision of the action the MESS should take and the strategic role it should play were in large part based on the government’s two main responsibilities related to employment and social solidarity. Since human potential is a major factor of development of any society, the Department intends to increasingly orient its actions toward supporting and guiding people with a view to promoting their full participation in the development and enrichment of society as a whole.

Mission

  • The Ministère de l’Emploi et de la Solidarité sociale (MESS) contributes to Québec’s social development and economic prosperity by encouraging individuals to realize their full potential in the manners described below.
  • The MESS works to promote employment, develop the labour force and improve labour market operations.
  • The MESS provides financial support to economically-disadvantaged people, and it combats poverty and social exclusion.

Vision

A Department that encourages individuals to participate in Québec’s development and share in its prosperity.

Three specific issues

  • To contribute to economic development to improve the standard of living and the quality of life of the population of Québec;
  • To be committed to a fair and solidary society that values each individual’s contribution;
  • To deliver quality service.

Three strategic orientations

  • Strive to enable the greatest number of individuals to contribute to the labour market;
  • Combat poverty and social exclusion;
  • Modernize the Department’s actions.
