Description

The sponsor signs an agreement with the Québec government pledging to provide for the basic needs of the foreign national being sponsored and to reimburse the Ministère de l'Emploi et de la Solidarité sociale for any last-resort financial assistance benefits that might be paid to that person.

The Centre des garants défaillants and Service aux parrainés is a joint Ministère de l’Emploi et de la Solidarité sociale (MESS) - Ministère de l'Immigration et des Communautés culturelles (MICC) initiative set up in 1996 to oversee the administration of sponsorship agreements and compliance with their terms and conditions. This involves an integrated approach combining individualized support and guidance and promoting the accountability of individuals with regard to their contractual obligations:

  • Help sponsors meet their obligations vis-à-vis the sponsored person;
  • Recover amounts owed the government;
  • Promote the socioeconomic integration of sponsored persons.
  • Manage income security benefits paid to the sponsored person.
