The Canadian Television Fund (CTF or Fund) was created in 1996 to support the production and broadcast of high-quality, distinctively Canadian television programs. The result of a private-public partnership, the CTF is financed by contributions from the Government of Canada, the Canadian cable and direct-to-home satellite industries, and Telefilm Canada.

Eligibility Criteria

The Fund focuses its support on currently licensed projects intended primarily for Canadian audiences and seeks to encourage Canadian viewing of these productions. These projects must be initiated by Canadian companies, under Canadian ownership, who exercise creative and financial control from development through production to distribution and exhibition.

The Fund is a cultural programming fund. It does not support "industrial" or "foreign service" productions or those that cede control to foreign entities.

Summary

The Canadian Television Fund (CTF) is an independent, non-profit* corporation, governed by a Board of Directors comprised of representatives from the Canadian production and distribution community, the federal government, Canadian cable and direct-to-home satellite companies, and Canadian broadcasters. The Department of Canadian Heritage nominates four independent members.

The objectives of the CTF are:

  • to encourage the financing and broadcasting of high-quality Canadian television productions;
  • to reflect Canada to Canadians by assisting the creation and broadcast, in prime time, of high-quality, culturally significant Canadian programs in both official languages in the genres of drama, children's and youth, documentaries and variety and performing arts, and by both majority and minority official language sectors;
  • to support Aboriginal-language productions in the eligible genres.

The CTF administers several programs that enable Canadian producers to access funding to assist in the production of Canadian television, such as:

  • Broadcaster Performance Envelope Stream (drama, documentary, children's and youth and variety and performing arts); and
  • Special Initiatives Stream (French-language Productions Outside Quebec, Aboriginal-language Production, Development Financing and Versioning Assistance).
