What is the Driver Insurance Abstract Service? to top

The Atlantic Canada On-Line (ACOL) Driver Insurance Abstract service provides the ability to search for insurance abstracts for drivers. The users of this service are typically insurance agents or brokers who want to retrieve a profile of a specific driver. The Driver Insurance Abstract Service (DIAS) provides two methods of access to the driver insurance abstract information: via the Internet with a standard web browser; and via a Remote Machine Access (RMA) interface.

How does the DIAS work? to top

The DIAS web-based interface allows a registered user to log in, enter search criteria and view the results. The only software and hardware support required is a personal computer connected to the Internet and a web browser.

What are the hours of operation? to top

The NS DIAS is available from 8:00 a.m. to 9:00 p.m. (AST), Monday to Saturday.

The ACOL Client Support Centre representatives are available from 7:30 a.m. to 9:00 p.m. (AST), Monday to Friday.

What are some of the Driver Insurance Abstract Service functions? to top

The DIAS provides the following functions:

  • Authentication - Users of the DIAS use their Internet browser to access the login screen, where they are prompted for their unique ACOL user ID and password. A user must have a previously established account with ACOL.
  • Search - Once a user has been authenticated as a valid user of the DIAS, (s)he will be presented with a search screen displaying the fields Client Master Number, Province, Surname, and Date of Birth. The Client Master Number and Province fields must be completed. Entry of the Surname and Date of Birth is optional. In future this service will require that these two fields also be completed. Clients will be notified prior to the implementation of this change.
  • Results - A single match returned by the DIAS database is displayed to the user. This includes driver and license information along with conviction, suspension and accident information.
  • Logout - At any point a user may end their login session. If a session is not active for a configurable duration, it will be logged off.
  • Error Conditions - Internet user requests are validated ensuring required submission criteria are met, or the search web page will be redisplayed with the error so the user may fix the error and resubmit the search request. RMA users will receive an error message informing them that there is a problem.

Is the information secure? to top

User IDs and passwords identify who has entered a search request. As DIA data travels over the Internet, it is encrypted to ensure integrity and security.

What do I need to connect to the DIAS? to top

You can access the DIAS from your business using your personal computer. This may be through the web browser interface or the RMA interface.

The RMA interface is typically used when a client organization has an existing software package deployed within their organization for requesting DIA information. Instead of deploying a browser interface, which would introduce users to a new interface, the Client organization can continue using its existing familiar user interface. RMA users must install the Remote Machine Client (RMC) supplied by Unisys within their network and modify their software to submit requests to the RMC. The data would then be formatted for viewing in whatever fashion is required.

Connection to the DIAS is also available directly through your local Internet Service Provider (ISP), requiring a personal computer, a web browser (Netscape Navigator 4.08 or Microsoft Internet Explorer 4.0 or newer versions) and appropriate communication software, as required by the ISP.

Both web browser users and RMA users must connect to the Internet through an ISP. The cost of an Internet account with an ISP is the only communication cost for users to access to the ACOL DIA service.

What is ACOL? to top

ACOL is an on-line information service that has the potential to provide electronic access to a wide variety of government information that is maintained by the four provincial governments of Atlantic Canada. It uses the latest electronic commerce technology adhering to stringent standards for security and confidentiality. It offers a convenient, single-point of access to public information from your remote personal computer or the workstations located in participating government departments. Unlike many other services, ACOL has the ability to submit information for registration purposes in addition to the simple retrieval of data. Doing business with government is easier and more efficient than ever before!

This service is managed by Unisys Canada Inc. within a public/private partnership with the governments of New Brunswick, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island. It is based on a multi-year contract that was signed by the four premiers on May 10, 1996.

For more information about ACOL, including equipment requirements, obtaining an ACOL account, payment arrangements, and ACOL service availability, please refer to the ACOL Information Guide.

How do I register for DIAS access? to top

For remote access to the DIA service, you require an ACOL account with DIAS access privileges. To acquire an account, complete all required documents provided in the ACOL Information Kit. These can be obtained from the Client Support Centre and the ACOL web site. Return the completed ACOL Client Application and Financial Agreement with initial fees to Unisys for processing. Access is subject to the approval of the Nova Scotia Registrar of Motor Vehicles.

Once your application has been received and approved, Unisys creates an ACOL client account and user IDs with DIAS access privileges for those individuals you have identified on your client application. Each client will receive the ACOL Welcome Package that includes a welcome letter with your user IDs and default passwords to access the system.
