Film Industry

The following is meant solely to help the reader understand the main features of primary regulations governing this activity, and not meant in any way to provide a legal interpretation.

Numerous municipal guidelines govern the film industry's activities. For regulations affecting a specific filming location, contact the municipal authorities (most often, the City Clerk's office), or obtain a copy of the "Lower Mainland Location Filming Guidelines and Regulations" from the B.C. Film Commission.


BC Film Commission

The British Columbia Film Commission is a branch of the provincial government working to ensure that the business of film and television production thrives as a value proposition for the province's domestic and international clientele.

Although other provincial acts may affect filming, the following ones should be noted.



Land Act

The Land Act enables provincial Crown land to be made available for a range of private, residential, commercial, agricultural and industrial uses.

Land Act Tenure is required for commercial filming on Crown Land. The terms and conditions vary depending on the use. A temporary permit is issued where use is limited to filming of scenery and backdrops. A License of Occupation is issued if improvements, or modifications are made to the land or if camps are temporarily established. An annual rental fee and documentation fee are also required. Special requirements include a site use plan, insurance and most often bonding.

Park Permits - Permit and Authorization Service Bureau

Permits are required under the Park Act within Provincial Parks and Recreation Areas for:
-commercial activities or enterprises offering goods and services to the public;
-use and occupancy of lands; and
-removal of natural resources (normally prohibited).

Permits normally require a permit fee plus insurance or bonding, depending on the permitted activity/use.
