The International Agreements Division participates in the negotiation of international air agreements and ensures that the provisions of the agreements are respected. The Division also participates in the regulation of both scheduled and non-scheduled air services and ensures that the Canadian Transportation Agency (the Agency) actions are consistent with Canadian air policy and foreign relations concerns.

Eligibility Criteria

The Division's target audience includes Canadian and foreign air carriers licensed to provide scheduled and non-scheduled international services to and from Canada, as well as persons seeking a licence to operate such services.

Summary

The Licensing, Charters and Agreements Directorate consists of three Divisions (Licensing and Charters, Financial Evaluation and International Agreements) each of which is responsible for a separate aspect of the program mandate of the Air and Accessible Transportation Branch.

The International Agreements Division:

  • advises Members of the Agency, in its role as Canada's aeronautical authority, on the implementation and administration of more than 70 bilateral air agreements and arrangements governing the operation of scheduled international air services;
  • ensures that the terms of the agreements are respected;
  • develops and maintains an automated information retrieval system on bilateral air agreements;
  • provides advice and assistance in the preparation of the negotiating mandate for bilateral air negotiations, including liaison with other governments departments;
  • is actively involved in the economic regulation of non-scheduled international air services, including the development of international air charter regulations;
  • acts on behalf of Canadian carriers to ensure that they are treated fairly by foreign authorities in the application of legislation and air transport regulations;
  • provides advice on the application of Canadian air policy and foreign relations implications;
  • monitors and measures the effect of legislation and proposed air transport regulations of other governments;
  • as a member of the Canadian delegation for bilateral air negotiations, provides advice and assistance to Canada's Chief Air Negotiator.
