Airport Traffic Directives 
Airport Traffic Directives are issued by airport authorities to prevent the operation of unauthorized vehicles on the airside of an airport. In the Northwest Territories, the Department of Transportation has issued student manuals to help prepare aviation sector staff to obtain the required permit.

The student manual to acquire a DA Airside Vehicle Operating Permit (AVOP), which allows the holder to operate a motorized vehicle on the apron areas and service roads of an Airport, can be found here. To acquire a ‘DA’ AVOP, which is issued at the discretion of the Airport Manager, the Employer and/or Applicant is required to:

1. Complete an AVOP application stating the reason a DA AVOP is required.
2. The Employer or Individual must provide proof of valid airside insurance.
3. The Airport Manager or Designated Airport Contractor must approve the application.
4. Applicants must have proof they hold a valid driver’s licence
5. The Applicant must study this manual and pass both a written exam and practical driving test.

The student manual to acquire a D Airside Vehicle Operating Permit (AVOP), which allows the holder to operate a vehicle/equipment on all airside areas of an Airport, can be found here. To acquire a 'D' AVOP, which is issued at the discretion of the Regional Airport Manager, the Employer/Applicant is required to;

1. Complete an AVOP application stating the reason a D AVOP is required.
2. The Employer or Individual must provide proof of valid airside insurance.
3. Applicants must have proof they hold a valid driver’s licence.
4. Applicants must obtain an Aeronautical Radiotelephone Operators Restricted Certificate from Industry Canada or person designated the authority to issue Aeronautical Radiotelephone Operators Restricted Certificate on behalf of Industry Canada.
5. The Regional Airport Manager must approve all applications for D AVOP.
6. The Applicant must study this manual and pass a written exam and practical driving tests which includes airport radio communication procedures.
