"The conversation was convened out of a compelling sense of opportunity to transform Canada’s approach to cultural policy. Canada is not alone in having reached the end of a fifty-year cycle in cultural policy thinking: the evidence from the ‘think-tank’ is that
other developed countries and regions have come to recognise the need for a paradigmshift in cultural policy.
This shift requires a broader, more visionary definition of ‘cultural policy’ that connects it with other areas of public policy and fosters a transformation of the roles of different levels of government, organizations and individuals.
To guide the discussion, two main questions were posed: “What needs to happen to ensure that cultural policy becomes a more central and integrated element of public policy in Canada?” and “Who are the key partners and what are their relative roles and responsibilities in building and advancing creative communities?” The group explored some of the ways in which cultural policy in Canada could evolve so as to respect and enhance our cultural diversity, be a mechanism for developing links between different
cultural interests and histories, and encourage a system that would function in a more coherent, effective and integrated manner. The main themes of the discussion are captured in this report.
The primary conclusion was that the time is ripe for an act of creative leadership from Government at the Federal level in moving cultural policy onto a new plane. There will be many enthusiastic collaborators in this project."
